Planning to buy an EV in Maharashtra?

The new EV Policy 2025–2030 brings subsidies, tax benefits, toll exemptions and more charging support.

But what do these benefits actually do for you?

Let’s get to know more about it and everything you should know before buying an EV.

Once you've picked your EV, don't forget to compare EV insurance plans - EV premiums work differently from petrol/diesel cars.

What Is the Maharashtra EV Policy 2025–2030?

The Maharashtra EV Policy 2025–2030 is a five-year state policy designed to increase the adoption of electric vehicles through purchase incentives, tax exemptions, toll benefits and expanded EV charging infrastructure.

What Vehicle Categories Does the Policy Cover?

This policy covers much more than just electric cars.

It consists of electric two-wheelers, passenger and goods three-wheelers, private and commercial electric cars, buses, goods carriers, tractors and combined harvesters.

What Are the Main Goals of the Policy?

  1. Making EVs 30% of all new vehicle registrations
  2. Setting up an EV charging facility every 25 km along highways
  3. Increasing EV adoption among fleet operators and aggregators
  4. Electrifying buses and city utility vehicles
  5. Gradually replacing government vehicles with EVs
  6. Supporting EV and battery manufacturing
  7. Motivating battery recycling, research and skill development

Check EV charging stations already live along Maharashtra's highways - the network is expanding fast. The policy also proposes that at least one EV charging facility should be there in every government-office parking area."

How Much EV Subsidy Can You Get in Maharashtra?

Depending on your vehicle category, the Maharashtra EV subsidy ranges from a maximum of ₹10,000 for an electric two-wheeler to ₹20 lakh for eligible electric buses and heavy electric goods carriers.

The official policy calls this a demand incentive.

For most buyers, it works like an EV purchase subsidy that can be passed on during your purchase process.

Electric bus Non-STU10%₹20 lakh1,500
Medium or heavy electric goods carrier15%₹20 lakh1,000
Electric tractor or combined harvester15%₹1.5 lakh1,000

These percentages, maximum caps and vehicle limits come from the official demand-incentive table in the Maharashtra EV Policy.

Is There a Subsidy for Private Electric Cars?

Well, yes. The official Maharashtra EV Policy includes private or non-transport M1 electric cars.

Here eligible private electric cars can receive:

  • 10% of the ex-factory price
  • Up to a maximum of ₹1.5 lakh
  • Limited to 10,000 eligible vehicles

This is quite important because some online articles incorrectly state that the Maharashtra EV subsidy is available only for commercial electric cars.

The official policy clearly lists both categories:

  • Non-transport or private M1 electric cars: up to ₹1.5 lakh
  • Transport or commercial M1 electric cars: up to ₹2 lakh

However, the presence of private electric cars in the policy does not mean every electric car booking will automatically receive this incentive.

Availability might actually depend on:

  1. Whether the manufacturer participates in the state process
  2. Whether the vehicle is sold and registered in Maharashtra
  3. The vehicle’s registration date
  4. The category under which it is registered
  5. Whether the category quota is still available
  6. Whether the manufacturer submits the claim correctly

The operational guidelines state that claims are processed on a first-come, first-served basis, within the number of vehicles approved for each category.

Who Is Eligible for the Maharashtra EV Subsidy?

These are some basic eligibility conditions to be eligible for the Maharashtra EV subsidy:

1. The EV Must be Sold and Registered in Maharashtra

Buying the vehicle from a Maharashtra dealer but registering it in another state may make it ineligible for the Maharashtra demand incentive. Not sure how registration works? Here's our full guide to the RTO registration process in Maharashtra."

2. The Manufacturer Must Participate in Maharashtra

The manufacturer must either:

  • Manufacture vehicles in Maharashtra, or
  • Be registered to sell electric vehicles in Maharashtra

3. The Vehicle Must Fall Under an Eligible Category

The policy covers only specific vehicle classes. The incentive percentage, cap and quota depend on the category in which the EV is registered.

A private electric car and a commercial electric car may look similar, but they are treated quite differently under the policy.

4. The Category Quota Must Still be Available

Each category has a maximum number of vehicles that can receive this incentive.

Once that limit is reached, extra vehicles may not receive the category-specific purchase benefit.

5. Battery-as-a-Service EVs May Also Qualify

The policy allows incentives for electric vehicles purchased without transferring ownership of the battery to the buyer.

This means some battery-leasing or battery-as-a-service models may also qualify, provided the other conditions are also met.

How Do You Claim the Maharashtra EV Subsidy?

Well, in most cases, the buyer should receive the benefit during the vehicle purchase.

The OEM or manufacturer claims the basic incentive through the state system and passes it on to the customer.

The policy states that the basic demand incentive is to be claimed by the vehicle OEM and transferred to the end consumer during purchase.

And incentive administration is handled through an online portal for transparency and timely processing.

Step 1: Confirm That the EV Is Eligible

Before booking, ask your authorised dealer:

  • Is this exact model covered under the Maharashtra EV Policy?
  • Is the manufacturer registered on the MHEV portal?
  • Under which category will the vehicle be registered?
  • Is the category quota still available?
  • How much incentive is expected on this variant?

The Maharashtra Motor Vehicle Department links buyers and manufacturers to the official MHEV Policy Portal.

Step 2: Ask for the Complete Incentive Breakup

Please do not rely only on a verbal promise from the salesperson. Ask for a written quotation showing:

  • Ex-factory price
  • Maharashtra EV policy subsidy
  • Motor vehicle or road-tax exemption
  • Registration-fee exemption
  • Insurance and other charges
  • Final payable amount

The operational guidelines need the tax invoice to clearly mention the Maharashtra EV Policy subsidy amount.

Step 3: Buy and Register the EV in Maharashtra

Your registration details should match:

  • The eligible buyer
  • The vehicle category
  • The invoice
  • The intended private, transport or commercial use

A private vehicle should not be quoted using commercial-car benefits unless it is actually being registered as a transport vehicle.

Step 4: Make Sure the Benefit Is Passed On at Purchase

The manufacturer or dealer should pass the approved incentive to the buyer rather than asking the buyer to wait indefinitely for a future reimbursement.

So, check your final invoice for a line similar to:

> Maharashtra State Electric Vehicle Policy 2025 Subsidy: ₹___

The operational guidelines need manufacturers to submit claims through the MHEV portal within the prescribed timeframe after registration.

Step 5: Keep All Purchase Documents

It is very important to save copies of:

  • Dealer quotation
  • Tax invoice
  • Payment receipt
  • Registration certificate
  • Insurance document
  • Form 21 or sale certificate
  • Any written subsidy confirmation

These documents can help if your incentive shown before booking does not appear correctly on the final invoice including Form 21 or sale certificate, which you'll also need if you ever transfer ownership.

What Tax and Registration Benefits Do EV Buyers Receive?

Qualifying EVs sold and registered in Maharashtra during the policy period receive complete motor vehicle tax exemption and exemption from fees for issuing or renewing the registration certificate.

These benefits are separate from your category-specific EV purchase subsidy.

1. Is There 100% Road Tax Exemption on EVs in Maharashtra?

All EVs sold and registered in Maharashtra during the policy period are eligible for complete motor vehicle tax exemption.

This is commonly referred to as a road-tax exemption and can reduce the on-road price of electric cars, especially in higher price segments.

For a full breakdown of how road tax is calculated in Maharashtra for non-EVs, check our detailed guide.

2. Are EVs Exempt from RC Registration and Renewal Fees?

Battery-operated vehicles are also exempt from fees for:

  • Issuing the registration certificate
  • Renewing the registration certificate

The policy refers to the applicable central government notification covering this exemption.

What Happens If the EV Subsidy Quota Runs Out?

The policy presents motor vehicle tax and registration-fee exemptions separately from the category-wise, quota-based demand incentives.

Therefore, an EV may still receive applicable tax and registration benefits even when it does not receive a category-specific purchase incentive.

Buyers should still verify the latest treatment with the dealer and register RTO before their purchase.

Which Roads Are Toll-Free for Electric Vehicles in Maharashtra?

The policy provides a 100% toll exemption for passenger electric vehicles on three major routes.

The listed roads are:

  1. Yashwantrao Chavan Mumbai-Pune Expressway
  2. Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg
  3. Atal Bihari Vajpayee Sewri-Nhava Sheva Atal Setu

Planning a long drive on any of these? Find EV charging stations on the Mumbai-Pune Expressway before you set off. The policy also allows toll exemptions to be extended gradually.

The policy also allows toll exemptions to be extended gradually to other state highways under the Public Works Department.

However, those extensions need separate decisions by the state steering committee.

Is the EV Toll Exemption Actually Working in 2026?

The toll waiver has been implemented on these three listed routes, and the state has allocated funds to reimburse the concerned road authorities.

Maharashtra officials continued to describe the major-route toll exemptions as operational in 2026.

However, EV owners previously reported incorrect FASTag deductions because of technical and coordination issues involving FASTag systems and the VAHAN database.

What Incentives Exist for EV Charging Stations in Maharashtra?

Eligible public and semi-public DC charging stations may receive funding of up to 15% of the charging-station cost, subject to the applicable cap and technical conditions.

If you're setting one up, here's how to apply for an EV charging station subsidy.

How Much Funding Can a Charging Station Operator Get?

Charging-station categoryPower rangeFundingMaximum incentiveMinimum charging pointsMaximum stations
DC charging for electric four-wheelers, buses and trucks50–250 kWUp to 15%₹5 lakh41,000
High-power DC charging for electric buses and trucks250 kW to above 500 kWUp to 15%₹10 lakh2500

The incentive is calculated only on the eligible EV charging-station equipment cost.

It usually does not include:

  • Land cost
  • Property purchase or lease
  • Civil construction outside the eligible charger cost
  • Other ancillary setup expenses

These charging infrastructure incentives are mainly relevant to charge-point operators, fuel-station owners, fleet companies, logistics operators and businesses planning public or semi-public EV charging stations.

How Does the Policy Support EV Fleets and Public Transport?

The Maharashtra EV Policy sets electrification targets for fleet operators, aggregators, buses, taxis, delivery vehicles, government fleets and urban utility vehicles.

1. 50% EV Target for Fleet Operators and Aggregators

The policy here aims for EVs to form 50% of the vehicle composition of fleet operators and aggregators.

This could affect:

  • Ride-hailing fleets
  • Taxi operators
  • Corporate mobility fleets
  • Delivery companies
  • E-commerce logistics
  • Rental and shared-mobility platforms

2. 40% Electric-Bus Target in Major Urban Areas

The policy targets a 40% electric share in public-bus fleets in six major urban areas:

  • Mumbai
  • Pune
  • Nagpur
  • Nashik
  • Chhatrapati Sambhajinagar
  • Amravati

3. Purchase Incentives for Commercial Vehicles

The policy includes incentives for:

  • Commercial electric cars
  • Electric buses
  • Light electric goods carriers
  • Medium and heavy electric goods carriers
  • Passenger electric three-wheelers
  • Electric three-wheeler goods carriers

Government Vehicles Will Shift Gradually to EVs

The policy proposes a phased transition of government fleets.

It also targets electric vehicles for new government vehicles used for travel within cities.

What Should You Check Before Buying an EV in Maharashtra?

Well, before booking your EV, make sure that you:

  1. Confirm that the exact EV model is eligible under the Maharashtra EV Policy.
  2. Check whether it will be registered as a private, transport or commercial vehicle.
  3. Ask for the official ex-factory price, as the subsidy is calculated on this amount.
  4. Verify the subsidy percentage and maximum benefit available for your vehicle category.
  5. Confirm whether the incentive quota is still open.
  6. Make sure the subsidy is clearly shown in the dealer quotation and final tax invoice.
  7. Check that motor vehicle tax and registration fee exemptions have been applied.
  8. Confirm that the manufacturer and dealer are participating in the state incentive process.
  9. Verify whether each promised benefit is currently active or only proposed.
  10. Cross-check the latest details on the official MHEV portal or with an authorised dealer.
  11. Keep written proof of every benefit promised before making the booking.

Important: EV subsidies are calculated on the ex-factory price, not the on-road price.
